Does this replace an EHCP?

No. This is a meeting pack so asks are specific. An EHCP is an England legal document with its own process — see the EHCP guide. Schools can still write a support plan without one.

What if they will not agree to anything?

Ask for the 'no' in writing and a review date. Follow up by email the same day with what you heard. England: complaints and EHCP routes are on the EHCP guide. Bring a second adult if it helps you hear.
